QECACs

In line with the mandate entrusted by the Higher Education Commission (HEC) and its Quality Assurance Agency (QAA), the Quality Assurance Directorate (QA Dte) NUMS, organized an introductory online session with the Heads of Local Quality Enhancement Cells (LQECs) of NUMS-affiliated colleges. The session was conducted to strengthen collaboration between the NUMS QA Dte and affiliated colleges and to facilitate the effective implementation of the HEC Pakistan Standards and Guidelines (PSG-2023) Quality Assurance Framework.

The session was organized with the following objectives:

  • To enhance understanding of the roles and responsibilities of Quality Enhancement Cells (QECs) and Quality Enhancement Cell Affiliated Colleges Components (QECACs).
  • To streamline the implementation of quality assurance policies, procedures, and practices across NUMS-affiliated colleges.
  • To discuss ongoing quality assurance activities, including Self-Assessment Reports (SARs), program reviews, and stakeholder feedback mechanisms.
  • To improve coordination regarding accreditation processes and compliance with HEC/QAA quality assurance requirements.
  • To promote the sharing of best practices and strengthen Continuous Quality Improvement (CQI) initiatives.
  • To identify challenges faced by affiliated colleges and discuss practical solutions for quality enhancement.

The session commenced with opening remarks from the Consultant QA NUMS Mr Fida Hussain, who welcomed all the LQEC Heads of affiliated colleges and their teams and highlighted the significance of establishing a robust quality culture within affiliated colleges.

He provided an overview of the HEC PSG-2023 QA Framework, emphasizing institutional responsibilities, quality standards, and expectations from affiliated colleges. Participants were briefed on the mandate and operational mechanisms of QECs and Quality Enhancement Cells for Affiliated Colleges (QECACs), as well as the importance of maintaining alignment with national quality assurance standards.

Interactive discussions were held on key quality assurance processes, including self-assessment, academic program evaluation, stakeholder feedback surveys, accreditation preparedness, and Continuous Quality Improvement (CQI) practices. Participants shared their experiences, challenges, and suggestions regarding the implementation of quality assurance activities at their respective institutions.

The session successfully strengthened coordination between the NUMS Quality Assurance Directorate and affiliated colleges while reinforcing commitment to effective implementation of the HEC PSG-2023 Quality Assurance Framework and continuous quality improvement initiatives.

    


The Quality Enhancement Cell for Affiliated Colleges (QECACs), NUMS team conducted a Capacity Building Program for the affiliated college, CMH Kharian Medical College (CKMC), Kharian, on Wednesday, 28 January 2026, in line with the Higher Education Commission (HEC) guidelines for strengthening quality assurance mechanisms in affiliated colleges. The session was organized to enhance understanding of the concept, role, and mandate of QECACs, and to support affiliated institutions in effectively implementing internal and external quality assurance processes in accordance with HEC/QAA standards.

The session was attended by Local-QEC members of CKMC, including the Vice Principal, CKMC, Brig Aamir Mehmood Farooqi. The QECACs NUMS team comprised Engr. Usama Rashed, Deputy Director, QA Directorate & Incharge QECACs, and the Assistant Manager, QA Directorate, serving as Focal Person for QECACs. The program was conducted in an interactive and informative manner, focusing on both conceptual clarity and practical implementation aspects of quality assurance.

A detailed discussion was led by Engr. Usama Rashed, who elaborated on the importance of establishing effective QECACs for fostering a sustainable quality culture within affiliated colleges. During the session, comprehensive guidance was provided on PREE standards, the Pakistan Qualification Register (PQR) of HEC, and academic research publications, focusing on procedural requirements, compliance expectations, and common institutional challenges, while emphasizing a systematic approach to academic and research projection at national and international levels. The session also highlighted data management, documentation practices, and effective coordination with the NUMS Quality Assurance Directorate, resulting in a clearer understanding of QECAC roles, PQR processes, and strengthened quality assurance practices in line with HEC requirements.

An exit meeting was held with the Principal, CKMC, Brig Shoaib Naiyar Hashmi, SI (M) (Retd), which included a brief introduction of the QECACs NUMS team and feedback on the capacity building session. The meeting concluded with a group photograph and presentation of souvenirs to the NUMS team.

        


In accordance with the Higher Education Commission (HEC) guidelines for strengthening quality assurance mechanisms in affiliated colleges, the Quality Enhancement Cell for Affiliated Colleges (QECACs), NUMS organized a Capacity Building Program for its affiliated institution, CMH Lahore Medical College & Institute of Dentistry (CMH LMC & IoD), on Thursday, 29 January 2026. The program was designed to develop a clear understanding of the concept, mandate, and functions of QECACs, while facilitating the effective implementation of internal and external quality assurance processes aligned with HEC/QAA standards.

A welcome meeting was held with the Prof. Dr. Syeda Amina Ahmad, Dean SHaPE, CMH LMC & IoD about brief introduction of the QECACs NUMS team and capacity building session.

The NUMS QECACs team comprised Engr. Usama Rashed, Deputy Director, QA Dte & Incharge QECACs and Assistant Manager, QA Dte & Focal Person for QECACs, conducted the session in an engaging and informative manner, emphasizing both theoretical understanding and practical aspects of quality assurance. It was attended by the Local-QEC Head along with Team members of CMH LMC & IoD.

During the program, Engr. Usama Rashed led a detailed discussion highlighting the critical role of well-structured QECACs in nurturing a sustainable quality culture within affiliated colleges. Participants were provided comprehensive guidance on PREE standards, the Pakistan Qualification Register (PQR) of HEC, and academic and research publications, with particular focus on compliance requirements, procedural frameworks, and commonly encountered institutional challenges.

The session further emphasized the importance of systematic academic and research projection at national and international levels. Key areas such as data management, documentation practices, and effective coordination with the NUMS Quality Assurance Directorate were also discussed in detail. As a result, participants gained enhanced clarity regarding QECAC roles, PQR procedures, and the overall strengthening of quality assurance practices in line with HEC requirements.
